Introduction

| 1.1 |
The South West Strategic Health
Authority has made available funding for teacher education in the
form of the Teaching and Learning Pathway budget. |
| 1.2 |
This budget was previously
co-ordinated by the academy management teams in the Avon,
Gloucestershire and Wiltshire areas. However, it is now necessary
to implement a model which allows access to this funding across
the whole of the Severn region (Avon, Gloucestershire, Wiltshire,
Dorset and Somerset). |

For the Devon and Cornwall area there
is similar funding available for provision at Plymouth University |

Principles
of Funding
|
| 2.1 |
The funding is aimed at formal credit
bearing teaching qualifications. |
| 2.2 |
For funding to be agreed, a programme
must be identified as being required as part of a current role or
in preparation for accepting a role that has a strong teaching
element. Indeed, in order to complete a programme, an individual
will usually need a reasonable amount of teaching, learning and
assessing activity as part of their role. |
| 2.3 |
This supports the basic criteria that
the funding should be used to meet service development rather than
for the purpose of individual development. |
| 2.4 |
The funding is available to both
medical and non-medical applicants working for the NHS in the
Severn region (defined above), at the time of application. |
| 2.5 |
If funding is agreed, this will be
for 100% of the fees of the identified course but will not cover
travel, backfill, registration fees or other costs relating to an
individual’s successful completion of their studies. |

Courses
Available
|
| 3.1 |
The funding will be directed at
teacher education programmes other than the general teaching and
assessing qualifications for mentoring of pre-registration
students. |
| 3.2 |
Courses that have been accessed in
the past using this budget include the Teaching and Learning for
Healthcare Professionals (TLHP) programme at the University of
Bristol; and the Practice Teacher Award at the University of
Gloucestershire. However, other programmes from other providers
will be considered on request. |

Application Process

Non-Medical Applicants |
| 4.1 |
The bursary application form should
be completed electronically by the named Line Manager |
| 4.2 |
This should then be forwarded to the
Trust training lead or Education Co-ordinator for electronic
approval. The Education Co-ordinator will then forward the
application by e-mail to the Strategic Health Authority, as stated
on the form. |
| 4.3 |
Receipt of the form from a recognised
Education Co-ordinator or training lead will trigger the funding
agreement process. |

Medical Applicants |
| 4.4 |
Application should be via a Director
of Medical Education or similar, as appropriate. |
| 4.5 |
The bursary application form should
be completed electronically and forwarded to the Strategic Health
Authority as stated on the form. |

General |
| 4.6 |
Decisions on funding will be based on
the details included on the bursary application form and budget
availability, and the Education Co-ordinator or Director of
Medical Education will be informed of the decision. |
| 4.7 |
Application to the university or
other provider should be made at the same time by the individual
but it must be noted that acceptance onto a programme at a
university does not guarantee funding from this budget. Likewise,
agreement of funding does not guarantee acceptance onto a
programme. |
| 4.8 |
Agreement of funding will be for one
award on a recognised programme, for instance the Postgraduate
Certificate in Teaching and Learning for Healthcare Professionals
at the University of Bristol. If the Diploma level was then
required, this would involve a separate bursary application. |
| 4.9 |
The Strategic Health Authority will
confirm with the universities which individuals have had funding
agreed. |
| 4.10 |
As stated above, agreement of funding
will be for the purpose of service development, not individual
development. The budget is limited and selection must be
justifiable. |
| 4.11 |
Where possible, funding will be
agreed for a particular intake to a programme. However, budget
limitations may mean that a future intake may need to be
considered. |
| 4.12 |
If funding is agreed for a particular
intake and the individual defers commencing the course, it must
not be assumed that the funding can be carried over without
confirmation from the Strategic Health Authority. |
| 4.13 |
The Strategic Health Authority
reserves the right to withdraw funding from individuals who
withdraw from the programme having commended a module or who fail
to complete the award. It should also be noted that the Strategic
Health Authority will not pay for re-sits. |
| 4.14 |
If funding is agreed, the course fees
will be paid direct from the Strategic Health Authority to the
provider. The individual or Trust will not be invoiced in relation
to the main bursary award. Providers, however, may reserve the
right to charge a registration or other fee in relation to an
individual’s programme of study. |
| 4.15 |
This new funding model will begin
from September 2008. Existing bursaries previously awarded will
remain unchanged. No funding will be awarded retrospectively. |
